Om det inte finns en noggrann beskrivning över vilket behov beställaren har går det inte att svara på frågan. Varje leverantör, utom den befintliga, måste gissa. Kravet är så öppet ställt att utvärderingen av svaret är helt godtyckligt, dvs inte förutsebart och transparent. Det enda sättet vi just nu kan se skulle kunna ge oss tillräcklig information för att kunna svara på kravet är att få reda på vilka cron-jobb som finns och därefter eventuellt komplettera med egna förslag. Detta skulle alla leverantörer samma utgångspunkt för sitt anbud. Ett alternativ vore att högskolan i detalj beskriver vilken funktionalitet man önskar, för att sedan få förslag på hur denna funktionalitet ska åstadkommas. På det sättet har alla leverantörer samma utgångspunkt för sitt anbud. Svaret innebär att kravet inte är förenligt med LOUs principer om Likabehandling, Transparens och Icke-diskriminering, dvs är grund för överklagan enligt LOU.

The response from the contracting authority does not provide us with the information we need. Cron jobs are configured according to the client’s needs. If there is no precise description of what those needs are, it is not possible to answer the question. Every supplier, except the current one, would have to guess.
The requirement is formulated so openly that the evaluation of the response becomes entirely arbitrary, i.e., neither predictable nor transparent. The only way we can currently see that would provide us with sufficient information to respond to the requirement is to be informed about which cron jobs currently exist and then, if necessary, supplement with our own proposals. This would give all suppliers the same starting point for their bids.
An alternative would be for the university to describe in detail the functionality they require, and then request proposals on how this functionality should be implemented. In that way, all suppliers would have the same starting point for their bids.
The response implies that the requirement is not compatible with the principles of the Swedish Public Procurement Act (LOU) regarding equal treatment, transparency, and non-discrimination, and therefore constitutes grounds for an appeal under LOU.

Vi vill ett ni sätter upp en rad cronjob åt oss om systemet är hosted hos er. Bland dessa vill vi ha cronjob för bl. a. rensning av återlämnade lån (både vanliga lån och fjärrlån), rensning av inaktiva låntagare, rensning av betalda skulder, insamling av meddelande för utskrift, anonymisering, meddelanden, rensning av databasen, rensning bestånd, förseningsavgifter, automatiska omlån. Vilka cronjob skulle ni sätta upp för de ovan beskrivna behoven. Beskriv även hur ni sätter upp dessa cronjob.
