Beskrivning

The Government of Åland has an aim to enable the establishment of large-scale offshore wind farms on the northern side of Åland in sea-areas managed by the government. To this end, the Government of Åland is requesting bids for related technical advisory services. The requested bid covers the following areas for delivery:

1) Conducting a strategic study that will consider and analyse various options for transferring energy from large-scale offshore wind (OSW) farms in the Region of Åland,

2) Provide cost estimates for establishing an offshore wind farm in designated areas of Åland and

3) Provide the Government of Åland with technical advisory services related to these questions during a planned auction process.

We have further questions:
- Will there be opportunities for the winning Bidder to provide comments to, or negotiate, contract conditions as described in Annex 2 Draft Agreement Advisory Services and/or Annex 3 General Terms of Public Procurement in Service Contracts?
- Will the results from the study be shared directly with third parties? If so, will there be any third-party liability for the Bidder arising from the delivery of this project?

Svar 2025-08-21

Clarifications to the draft agreement can be made during contract negotiation. These may not materially change the economic conditions or obligations related to providing the services (including the JYSE 2022 terms). Note the answer to question ID 417679.
